The UN High Commissioner for Refugees (UNHCR) has launched a $10 billion appeal for 2025 to meet urgent needs and implement sustainable solutions for millions of refugees, displaced persons and stateless people across the globe.
The appeal comes amid escalating humanitarian crises in different countries. It focuses on three primary areas: emergency response, inclusion and long-term solutions. Conflicts, persecution and climate change continue to force millions from their homes.
High Commissioner Filippo Grandi highlighted recent and ongoing conflicts in Sudan, Ukraine and Lebanon. He also noted the protracted nature of many refugee situations globally, including those in Myanmar and the Democratic Republic of the Congo (DRC).

UNHCR remains committed to its frontline role in emergencies
Fully funded, the global appeal launched by the UN refugee agency (UNHCR) is going to support more than 139 million refugees and other groups susceptible to different challenges in some 136 countries and territories.
The appeal goes beyond immediate assistance, calling for sustainable solutions that integrate displaced people into local and national systems. Grandi noted that UNHCR remains committed to its frontline role in emergencies, offering life-saving aid to displaced persons.
Of the 139.3 million targeted beneficiaries, 34 million are refugees, 68 million are internally displaced people, 12 million are returnees, and nearly 4.5 million are stateless people under the agency’s mandate. UNHCR anticipates increased displacement in 2025.
